The Roman Republic was a form of government while the Roman empire was a political entity. They were/are not the same. Rome was an empire while it was a republic. When the republic collapsed, it became the principate, not the empire.

The government of the republic was one in which the officials were elected by the citizens. The government of the principate was a one man rule. Although the so-called emperor kept the republican officials and many of the republican methods of governing, the final determination of a law or resolution was either accepted or rejected by him.
