It began due to the considerable rise in tension among American citizens and the incidents being caused as a result of mutant conflicts. The event that set all of the pieces in motion is the Stamford incident. While filming for a reality television show the New Warriors rushed in to apprehend a group of mutant fugitives and led to an altercation which saw the criminal Nitro blow himself up just feet away from a school and resulted in the subsequent death of over 600 citizens within range of an explosion which leveled several blocks. This led to the call for the passing of the Superhuman Registration Act which would require all superhuman s in the US to submit their secret identities as well as become subject to government training. This led to the Superhero community being split down the middle with Captain America leading the underground opposition and Tony Stark taking center stage as leader of the superheroes in support of the legislation.
