The Arab countries imposed an oil embargo on the United States and every other developed country. The hope was that this economic pressure would force the United States to pursue a Pro-Arab agenda. While the embargo was able to cow Japan into pursuing a more Pro-Arab agenda (as the embargo had much worse effects there), it was ineffective at changing American opinion.
