There were periods in the Early Middle Ages when people were so desperate that some free people sold themselves into slavery in exchange for a place in a walled city.
Later, when the various hordes that ravaged the Roman Empire had run their course, people still had security problems, the Vikings being an example, but the Middle Ages were never a time of peace throughout Europe. The safest people were those who either lived in remote areas not along the sea coasts and rivers, or those who lived in walled cities and monasteries.
Some people had problems not relating to piracy and warfare. Very often these people could find security in monasteries. There were cases of queens who defied their husbands and went off to convents, where their husbands left them alone, for the most part, because they could be excommunicated for violating the sanctity of the convent. Even if they did not believe, this was important because excommunication, for a king, meant his enemies had a legal opportunity to dethrone them.
