The government controlled key raw materials such as steel, cooper and gasoline. It assigned the right to buy these materials to factories which were producing munitions and equipment. Industry had to either produce the war materiel that the government wanted our be idle. The government also controlled wages and outlawed strikes, to prevent overpaying for war materiel.
