They were against it, as they did not want the Irish government having a say in Northern Ireland's affairs, so they held protests against it.

He signed it. - He was one of the delegates sent to the Peace Treaty by Eamon de Valera, the Dail president. Collins was not a politician,but a soldier and was out of place amongst the British leaders at the negotiations.
