As with everything else, when there is a need, things get changed or fixed or improved. You don't know if things need improving until you use them. Weapons were needed that performed better, shot farther, shot more with more accuracy. Tactics change when ones are used that fail. Failure is probably the best motivator for fixing things. Someone once said "Necessity is the mother of invention." We learned during WW1 that Air superiority would win the battles. If you controlled the skies, then you controlled the battle and eventually the war.
