The black male initially could not be part of the draft because they were property of the landowner or whoever. Eventually, some were allowed into the draft if they were free people and some could join. If a person was disabled, blind, too young, a female or the only male to support a family (such as a surviving son) or (part of the presidential cabinet I think but I can't find documentation on that). I tried to find out if a convicted felon who had paid his price could be drafted but I failed to find it. Perhaps someone can add information about that.

They didn't unless you were disabled or if you left the U.S. but if you decide to come back to the U.S. you would be arrested.
