The adult male citizens met fortnightly in assembly and decided on laws put before them by a council. Between meetings the council (of 600 - 50 from each tribe) implemented these decisions, and 50 were on duty 24/7 in rotation to handle routine activity and emergencies.
The law courts were comprised of juries of several hundred selected by lot. There were no judges or lawyers - the jurors decided verdicts and sentences.
