Clean the filter; empty pump and skimmer baskets frequently if needed. If that fails to increase suction - you may have to disassemble the pump to check for debris in the impeller. If no debris - you may need to increase the horsepower - going to a larger pump system. Check for restrictions in the pipes, skimmer, pump. Has the suction been weak all the time - since new? Do you have a two speed pump? Move it to the higher speed when vacuuming. Are there any valves that need to be turned or opened/closed? How old is the pump? Is it brass or plastic? Do you have pine needles, leaves, palm trees that drop seeds? k
