The windscreen wash tank is stored under the bonett (Same Tank as the front). If the front washer works but the rear does not best to check the tube connecting to the wiper. remove 4 screws from the inside of the boot door and remove the panel cover (there are some holding clips which can make it a bit tricky to remove but you can pull it of). You should see the tube for the wiper and make sure its clipped in correctly. Be warned the tube diddn't seem to lock very well (seems a bad design, ehrn the wipers operate the tube unclips) so make sure all is tested and working before reattaching the panel to the boot door.
It is pumped in from the front washer reservoir.
the rear washer pulls from the front...fill the front end and the rear should work.
The 2009 Ford Flex draws its rear washer fluid from the same reservoir as the front.

The rear washer fluid come from the windshield washer fluid reservoir on your 1999 Ford Expedition ( according to the owners manual )

On a 1999 Ford Expedition : The washer fluid for the rear liftgate is supplied by the same reservoir for the front windshield ( located in the engine compartment )
