check the fuse in fuse box first, then if it is good then follow the arm of the brake foot pedal under the dash, get your head well under the dash area and usually well up in the open but still up under the viewable dash line you should see a switch that has its button rest on that metal bar also holding the brake pedal, if your vehcile has over 75,000 miles it could well be the problem
Brake switch needs replaced.
Out of adjustment. Adjust the mounting of the switch so the brakes lights are off until you press the brake pedal.
i have tail lights but do not have brake lights nor do i have turn signals. i have replaced brake switch and all bulbs
The turn signal switch overrides the brake light circuit while the turn signals are on. If the switch is damaged or worn out the brake lights won't work.
Check the brake light fuse. If you have 12 volts at the brake light switch I would suspect the signal light switch is at fault.

The BOO (Brake On/Off) Switch may need to be replaced. If it is bad, it would cause the brake lights to NOT illuminate when the brake pedal is applied.
Check the brake switch at the pedal.
"Stuck" brake lights indicate that the brake light switch on the brake pedal is broken. It should be replaced.
The brake lights won't turn off because the brake light switch on the pedestal of the brake pedal needs to be replaced.
Check sockets and grounds
Check the fuse. Then check the wiring.
