it depends what year this jetta is? 93-99's will have the fuse on the drivers side underneith near the petals...you should find it there

Check the brake light switch for proper adjustment or possibly it is defective. You will find it mounted on the brake lever under the dash, or possibly it is a pressure switch connected to the master cylinder. Any VW dealer can tell you where it is.
On the jetta not sure bout the golf It depends on the year,2004- present you will find under the glove box 96-03 should be directly above the brake pedal,

The brake lights are accessed through the rear hatch. Find the panel on the rear sides of the car. Pop out the panel and access the brake lights. Replace the bulbs.
Check the operation of the brake light switch located usuallyat the upper section of the brake pedal under dash area
it's somthing under the brake pedal, it's sticking and just needs to be loosened. you'll also find when you press the pedal in, the brake lights will go off.
