There is a fair amount of fuel that will leak when changing the filter.

It could leak while the filer is off. Once the filter is back on, there should be no leaks.
A broke fuel line can cause a 1995 Beretta to leak fuel into air filter assembly. An exhaust leak can also cause this issue.

The filter is on the carburetor ,the fuel line from the fuel pump connects to it. Remove the fuel line , using a wrench on the filter as well to keep it from turning , then remove the filter (steel) from the carburetor .
If the engine has a carburetor the fuel filter will be where the fuel line connects to the carburetor. If the engine has fuel injection the fuel filter will be next to the fuel tank on the outlet tube.
Its in the carb ,where the gas line connects.
Where the fuel line connects to the carburetor you will see a large bolt. Unscrew that bolt and the filter will be located behind it.
Usually where the fuel line connects to the carb. The filter is actually in the carb body when you loosen the bigger nut.

If it is a 231 V6 it is located inside of where the fuel line connects to the carburetor.
