How do I fix an exterior door to my house that will not open It is stuck at the top.?

If it's also hitting along the bottom edge, and hitting the vertical frame at the top corner,
I'd check the upper hinge and make sure all the screws are tight.
If it's hitting along the very top edge, it could be bad news.
If the house is fairly new, it may be that the house has settled a bit, which isn't that unusual.
But it could also be that something is wrong with the structure that supports the door frame.
Doors are prone to letting water leak down into the framing and that can cause damage to structural members like the plate and the sill that supports the door.
There's also the possibility that it's caused by insect damage to these members.
If the door is wood, you can cut it down. but if the problem is with the structure, this is only a temporary fix.
You should get a pro to look at it before you go cutting the door down.
