Check to see if you are gettin power tothe blower motor - if so motor is bad If not, perhaps resistor or switch is bad Or open wire to motor or resistor
Does the blower run? Runs only on high?
The blower is drawing to many amps. Have it checked. If that's not it. your blower motor is shorted out. Om the motor to the frame.
Check the fuse box. The front and rear blower motors are probably on different fuses.
When power doors fail on a 1999 Honda Civic there is a problem with a actuator or wiring. The door lock fuses should be checked. If the fuses are fine then the actuators themselves will need to be checked.
You say the fuses are fine, i have just had the same problem. is your radio/headunit also not working??? And have you checked the fuses under the bonnet aswell as in the drivers footwell. I just replaced some of my fuses and it worked fine. Make sure your inginttion is off whilst removing/replacing fuses.(unless testing to see if it worked) Hope this helped!
Well in my case (91) previa the connection inside f the blower housing had vibrated loose.
MAJOR electrical short. Have it checked by an automotive wiring technician.

Have you checked your coolant? Kind of obvious but sometimes overlooked.
you might not have enough refregerant in the a/c system
check your fuses if they are good the voltage regulator is in the pcm eng computer
