How do I know if a person has a true chartered engineer degree?

If you are an employer, you can contact the Office of the Registrar at the university the individual said he/she graduated from and ask for a verification of graduation. You can also ask for a list of alumni from the schools alumni organization.

If you mean, "Could someone with a teaching degree hold their own in an engineering position?", well, then yes. Any technical-minded person could probably perform the tasks of an engineer if they're intelligent. But if you are asking if someone with a teaching degree would ever be hired for an engineering position, the answer is a firm no. There is no way in hell they would ever receive a job offer over an engineering degree candidate. How would the employer know the candidate is technically-savvy enough without the degree?

Computer engineers are responsible for knowing binary code when they need to invent software programs that advance the human race. If a person doesn't know programming, then he/she's not a computer engineer.

Maybe; it all depends on the employer and the job description in terms of what they expect you to know and duties to perform. There will in any case regardless of degree be some on the job training. Remember that an information security degree concentrates on the security aspect of networking (among other things) and not the day-to-day process of troubleshooting and extending networks. However, you do (or should have) the preliminary knowledge for network engineer as well.
