You have to get insurance on that car and go to any County tag office in GA for a new title or registration and a new tag. Certain year model cars require you have the title - not just a bill of sale.
If you are a GA resident, you do not have to pay sales tax as long is it is a private seller, even if out of state private seller.

Are you the purcher? If so I would say, that it is your proublem. The seller has no controll of your signing the title. You do that to get your new title. That is not the responsibility of the seller. Did the vehicle come with a warranty or was it as is?

Be careful! As long as the car is titled to a private owner, NO you don't have to pay sales tax. But we made a huge mistake! Thought we were buying from a private individual but he put the title in his privately owned company name and now we have to pay sales tax. A fact the OWNER should have disclosed!!
