Near the top of the serpentine belt path is a belt tensioner; it is spring loaded and has a shinney pulley on it. Insert a wrench into this tensioner and pull against it and the tension will be released so you can replace your belt. I am assuming your question is about the serpentine belt.

The tension bar is the supporting bar that you can loosen to slide the alternator down and remove the belt. Tension on the belt should be 1/4-1/2 inch when pushed on the longest straight run. (Between pulleys)

Loosen the alternator and push the alternator down and pull the belt off, put new belt over crank and water pump pulleys and around alternator pulley and pull up on the alternator to where the belt is tight and tighten the alternator bolts down.
Buy a Chevy!!!! That was a big help. Most but not all serpentine belt systems have a spring loaded tension pulley that just holds constant tension on the belt. If there is a tension pulley, it will be the one pulley that is not attached to anything like the alternator or AC. After that, the alternator is the most likely to be the one that adjusts.
