The 1998 Honda Accord 3.0 liter engine does not have throttle cable. The automobile has throttle linkage. The linkage is connected at each end with a connecting bolt. Remove the connecting bolt to remove the linkage.
There is not speedometer cable on a 1996 Honda Civic. There is a throttle cable. Top replace this unhook it from the throttle body and gas pedal. Hook on the new cable to snake it through the firewall. Properly hook the throttle cable to the gas pedal and throttle body.

Clean the carbeurator and lube the throttle cable.
I had a stuck throttle on my 1996 Passport. The throttle cable had a piece of protective black rubber around the throttle cable between the outer cable covering and where the cable connects to the throttle body. The rubber had began to come apart and some of it was getting inside the throttle cable covering, causing the throttle cable to bind. I removed the rubber piece and cleaned out the cable by covering it with GOOF-OFF and then sliding the cable in and out until my cleaning rag was clean when I wiped off the cable. I did not replace the rubber piece and have had no problems since.
Needs adjusted or replaced.
It works like a screw. There is a pin on the inside of the throttle tube that, when the throttle is twisted, moves the throttle bar toward the outside end of the handlebar. The throttle bar has the throttle cable mounted into the end of it, so when it moves, the cable is pulled and the engine revs.
Once you un-bolt the intakes, and the fuel line, throttle cable and all hoses, the whole unit should just slide out.
remove the bad cable and put the good one! ;-)
Should be 43" from nipple to nipple....
The throttle cable is located on top of the throttle body.
