if you are able to squeeze 25 mpg out of your Forester by keeping up on the tire pressure, driving gently, and keeping to the speed limit, you are doing better than nearly any other SUV. That is what my '00 Forester is getting during the summer. It already runs on regular gas and they were not made for E85. The correct answer, which I suspect you already know is to trade it in on a small car WITHOUT AWD.

You can reduce fuel consumption by 5 to 8 mpg by "driving gently", I've gotten as high as 36.2 mpg with my '01 Forester after installing a vacuum gauge on the dash then driving to maintain maximum vacuum. That was on a hilly 90 mile trip in Colorado.
