If the key starts the car and you just need to program remote. I just bought a 2000 beetle and had this same problem. Just unlock the rear hatch and lift it up, then unlock driver door with key and push either lock or unlock and it will program the remote to lock, unlock, doors rear hatch and arm alarm

Replace the battery on your remote key. If you get the dealer to do it for you it is notoriously expensive. Did you try unlocking the passenger side with the key?

I would suspect that your lock mechanism is worn, so that when you double click the remote unlock the lever does not engage properly. A decent mechanic should be able to order the parts and fix this in a day or so.
You use your key to unlock the door. Then it will be open. If not, a locksmith can help.
Manually you can unlock the door using the inside lock (above the handle). Toggle it so the 'red' portion shows and the door is unlocked. With the remote, press the (unlock) button twice. The first press unlocks the driver side door, second press unlocks the passenger side. There's yet another option. You can set the door locks so both the driver and passenger doors unlock when you put the transmission in park (and lock when you put it in gear). While holding the door unlock button on your driver's door, turn the key to ON then OFF, then ON, then OFF. Release the unlock button and the doors should lock/unlock to confirm the PDM is in programming mode. Then hold the door unlock and door unlock buttons on your remote at the same time. After about 15 seconds the doors should lock and unlock to acknowledge that it's picked up the remote. Program all remaining remotes at this time. The system will take up to four remotes.
