In South Carolina, you can only gift a car to a family member. If you put that it is a gift to a friend, the dmv will go by blue book price to get sales tax amount. You can, however, put a low price on the bill of sale, or title so that they only have to pay the sales tax on that amount. I would put at least $100.00, that way they would only have to pay the 5% of that amount, or whatever the sales tax is in the state you are in. Usually sales tax on a vehicle is a lot lower than the average sales tax on other things like clothes, food etc.
