Asylum seekers are people from many places around the world who find themselves facing persecution for traits they can't control, for exercising their religious or political beliefs, or economic privation. Those that are able, look for a place of refuge or opportunity. They look for a place with an established democracy and a good reputation for human rights; countries in western Europe, North America, and Oceania are commonly chosen. There are two basic methods that asylum seekers use to accomplish this goal.

The countries that signed Geneva Convention Relating to the Status of Refugees in 1951 have the obligation to provide asylum or refuge to such asylum seekers. These countries have established procedures for application for asylum seekers and courts to review these applications. Refugees, who are able, go to an accessible place of safety and attempt to apply for refuge or asylum status using established procedures. These temporary places of safety are referred to as refugee camps and some people wait in these camps for years for the right to legally enter a country of asylum for permanent residence. The transport to and settlement in their destination country is normally provided by the country of refuge or charitable organizations. People who have left their country of origin with sufficient means, normally take care of their own transportation and establishment in their new location.

Unfortunately, there are many asylum seekers who do not have these opportunities. They may not have the means to first get to a place of safety or their circumstances do not qualify for status as an asylum seeker. For these people, attempting to seek asylum without status is a very dangerous and sometimes expensive situation for themselves or their families. They risk their lives attempting to get to their destination on their own by any means available or they are at the mercy of criminals, for the most part, who are in the business of illegally transporting people for money. These criminals charge exorbitant amounts of money, have no concern for the safety or resulting outcomes of the people they are transporting; use ill equipped or extremely dangerous vehicles or vessels crowded with far more people that conveyance is capable of carrying; can deceive the people that are being transported how or where they will be taking them; and will readily abandon these people in dangerous situations which sometimes results in the death of these people.
