Cats instinctively try to bury their waste, but they need to learn where is an appropriate place to use to bury it. Once they have learned that a litter box is available and is appropriate, that is what they will use.

When I was a kid back in the 1960s litter boxes and litter did not exist. We used a small wooden crate filled with black top soil. The cats learned to use this. It was nowhere near as convenient for us as modern litter is, but the cats had no more trouble digging in this top soil and burying their wastes than they do with modern litter today.

Either their mother or us humans have to teach them. The kitten will copy the mother and learn that way but if the kitten doesn't have a mother (mother died to soon) then humans have to step in and be the "mother". We take the kitten to the litter and scratch with their paws, cats always scratch before going to the bathroom

The most simple explanation is they follow scents. But in kittenhood, their mothers (or humans) must teach them to use the litter box. When a kitten goes on the floor, pick it up with a Kleenex tissue and drop it into the box and lightly cover it. The kitten will associate the smell when you take him to the box and use a Popsicle stick to show how to scratch at the litter. It only takes a couple weeks to train kittens and much less if their mothers show them.
