There is no chip. It is software in the PCM. You wont change it without destroying the PCM. You might as well start looking for an aftermarket PCM, like El Diablo or something.
The accelerator is the speed regulator. Just push it harder to go faster. the governer can be removed by adding an ecu chip
Yes
The gigahertz chip measures the computer processor's performance in speed. Processors with a higher gigahertz speed can do more in a given unit of time than processors with a lower gigahertz speed.
Yes, the 2004 Chevy Impala SS does have a governor chip that limits its top speed. This chip is factory installed and limits the speed to just over 100 mph.
The voltage regulator known as an lm317 chip has functional uses in electronics. The most common reason for this chip is to help regular direct current (DC) converters and help avoid power shortages and open currents, which can be dangerous.
The regulator is part of the engine computer. To replace the engine computer a scan tool is required to program the vin, and chip key info if equipped.

it depends how much you pay for it, how the model is, and how much speed the motherboard chip has
Well mine is new straight from the fact and it topped out a 181mph, but change the chip in it and well me riding it anyway it tops out at 243/245
You need a performance chip ie super chips
