Well if you've kissed a few guys you'll know after like 2 seconds
My ideas of bad kisses are :
-feeling his teeth a lot
-No rhythm
-Find yourself not knowing where to put your tongue.
-Sloppy, spit all over your mouth, although that can be alright if you like a good deep kiss.
-It seems generally difficult to find a pace and enjoy kissing.
I would also say it's not great if they don't give you a few little kisses first, and get more in to it as you continue.
But I think only you can judge whether you think someone's a good kisser, and if they are bad, most likely over time they will improve. :)
