∙ 13y agoWhen you're level 20, in the 'Off Campus' tab there should be an event called 'A bouquet for big sis,' I believe. After you do that, go to the Pledge tab under 'My House' and there should be an event called 'Cross ceremony' or something along the lines of that. Once you do it, you should be able to get a little sister, but one rarely comes along and the game usually keeps you waiting for weeks trying to get one.
