On my 1995 Volvo 960 it is located underneath the car approx. mid way between the front and rear wheels (i.e. directly below the center console\armrest). It is a cylindrical filter with a fuel line coming from both the fore and aft ends of the car.

The Volvo 960 in the UK is a straight-six 3 litre model. If North American 960's are similar then yes, there is a fuel pump mounted above the fuel tank - it actually fits onto the fuel tank. There's also another fuel pump located beneath the car, just aft of the front passenger seat (driver side in the States ..) in a bracket along with the fuel filter.
