The Volvo 960 in the UK is a straight-six 3 litre model. If North American 960's are similar then yes, there is a fuel pump mounted above the fuel tank - it actually fits onto the fuel tank.
There's also another fuel pump located beneath the car, just aft of the front passenger seat (driver side in the States ..) in a bracket along with the fuel filter.

The 960 in the UK is a straight-six 3 litre model. However, I would imagine that Volvos in the US will share a pretty similar layout. On a UK right-hand drive model, the fuel filter is located underneath the car, just aft of the front passenger seat (driver side in the States ...) in a bracket that houses both fuel filter and fuel pump. The 960 has two fuel pumps. One is located above the fuel tank - it can be accessed via an inspection panel. The other is underneath the car as mentioned. I assume you mean the fuel gauge that tells you how much fuel there is left. The reason is that the fuel sensor is stuck. This fuel sensor is a mechanical fuel sensor that rises with the fuel level in the gas tank. A really ridiculous design for a fuel level sensor. It gets stuck and you will need to replace it. Its the same amount of time to replace it as to replace the fuel pump. Just leave it until the fuel pump goes bad, then you can do both.

LIFT UP CARPET--SEE A SSORT OF OVAL SILVER METAL PLATE...5-7 SCREWS... REMOVE THOSE, AND GENTLY , PATIENTLY PRY AROUND THE PLATE ( THERE IS A STICKY BLACK RUBBER GASKET AROUND EDGE )...TRY NOT TO TEAR THE GASKET AS YOU REMOVE COVER... THERE IS A ROUND 'COLLAR' HOLDS THE FUEL PUMP AND SENDING UNIT ,ETC. IN PLACE... MOST CARS HAVE THESE IN THE TANK...AS GUESSED AT IN PREVIOUS ANSWER.
