The 960 in the UK is a straight-six 3 litre model. However, I would imagine that Volvos in the US will share a pretty similar layout. On a UK right-hand drive model, the fuel filter is located underneath the car, just aft of the front passenger seat (driver side in the States ...) in a bracket that houses both fuel filter and fuel pump. The 960 has two fuel pumps. One is located above the fuel tank - it can be accessed via an inspection panel. The other is underneath the car as mentioned. On my 1995 Volvo 960 it is located underneath the car approx. mid way between the front and rear wheels (i.e. directly below the center console\armrest). It is a cylindrical filter with a fuel line coming from both the fore and aft ends of the car.
