How do i go about re-painting old slightly rusty steel wheels not alloys and do you need to remove all old paint etc?

Your best option would be to first completely strip the wheels of all old paint and rust, then go from there. First use a light coloured primer coat (two coats would be preferable), then you can use whichever paint you'd like - it doesn't necessarily have to be automotive paint, and you could even 'spray bomb' them, if you wished.
