Socialize them with other dogs early in life. Or train them in group classes later.
If your dog is already dog aggressive. You could hire a dog professional to help the dog get rid of it. If you want to do it yourself, when your dog becomes aggressive pull to the side with his/her leash. If he/she don't react by putting their attention to you. I would recommend when you see there body language turn (teeth showing, hair on end, looking with eyes before of nose and ears.) You would with your foot touch the dog just before the back leg. You're not kicking it you're touching it. When you have their attention get them to sit or lay down on his/her back to get them to a calm submissive state of mind.
If you want to introduce a aggressive dog show its rear to the other to smell it (I would recommend using a mussel and a professional to help).

It's quite unusual for a dog to attack puppies. They may give a nip or two to let the pups know that they don't want to be bugged, but certainly not harming the puppies.
