It's a combination of networking and marketing their models. Once an ad agency has a successful/positive experience with a modeling agency's model, it usually results in them going back to that same agency for future needs when it comes to models. Modeling agencies also send out their models' comp/zed cards to local clients to gain interest.
You do not send pictures of your child to The Children's Place. Companies like that contract out child models from local modeling agencies. Unless they have a public contest looking for undiscovered talent, your child will have to be signed to a modeling agency with a child modeling division.
Your best bet is to put out an ad on sites like Craigslist or an online modeling community that has a casting calls section.

It depends on what type of modeling they do but models basically work where they are needed. That can mean working locally or traveling overseas for fashion shows, ad campaigns or traveling across the country for certain events and shoots. Fashion and runway models tend to more traveling while commercial/print models tend to stay locally.

My sister sent me an ad saying they were looking for extras, not models. I talked to someone there and they wanted $45 refundable to join. If they are telling you that they can arrange modeling jobs, turn around and run the other way. When you actually meet with them, they'll want to sign you up for classes that will only cost you money
Fashion models get work by being signed to a modeling agency. It is the agency's job to find clients that will hire their models to appear in publications such as clothing magazines, catalogs, ad campaigns, etc. This is the best way to appear in a clothing magazine. However, some magazines have public model searches and contests, which is also a possibility.
