I have two answers for you - you and me. What we pay in taxes supports the welfare needs of millions. Sadly, a great many of these individuals choose to live off the system either because of the way they were raised (i.e. they don't know how to get out of poverty) or general laziness. Unfortunately, this cuts into the benefits available to those who really need it most - like the elderly, those who suddenly find themselves without a job and so on.
