Well the flagella works as a propeller to help the cells move. However plant cells dont actually have flagella or cilia because they dont need to move.

Some plants (bryophytes?) have motile sperm that have flagella. Also, only prokaryotic flagella work like propellers. Eukaryotic flagella whip back and forth rather than rotating.
