Bail can be set by the judge or it can be from a bail schedule. The bail amount is NOT the FINE for the offense, though sometimes bail can be forfieted to the fine when the matter is settled. Technically a warrant is a order by a judge, ordering a peace officer to make an arrest. If you go to a police station and let then know there is a warrant for your arrest, they MUST arrest you.
