Your best strategy would be to start a conversation, then let him do most of the talking. It gives you a chance to find out what he likes so you can ask and talk about things he likes. If those things don't interest you, find another guy who likes the things you do. If you have something in common, the conversation is much less likely to sound lame. Then you can get on with the real conversation.
How do you get the conversation going? Say something like "Hi. I like your shirt. Its cool." Then start asking easy questions until he loosens up and starts talking, like "Where did you get it?" Remember at your age, guys are just as nervous about talking to the opposite sex as you are.
