The police are usually first responders. They call for fire and ambulance if needed. Then care for the accident victims if possible then they must direct traffic and make sure no other casualties happen. The fire department often have EMT's on staff so they can also tend to injuries if needed. Their primary job would be to get the victims out if they are stuck and make sure a fire does not take place or put one out if there is one. The Ambulance crew address the injuries and transport victims to the hospital. The police will handle reports that may include other emergency personnel information so they can follow up on the accident. The Ambulance crew may be tending to fire or police crew as well due to injuries taking place on the job. Everybody overlaps at least some. And communication is highly important.
