There should be a little lever behind the seats. Pull up on this and then the seats will fold down for you.
Unfortunately the Chevy Express of 96 TO 02 does not have folding bench. I don't know for others years.

those were optional; open the trunk and look at rear of back seats; if you have a vertical split, you have fold-down seats, and heavy canvas-type finger grabs to fold the seat down at the top outside of each seat.

In the trunk, their are two tan levers at the top of the trunk, right in the front. Give them them a good pull, and u should hear the sound of the seat's clamp release. Then pull the seats down.

Check fuel pump and fuel filter. My 2000 Express 1500 with 5.7 had same symptom at 110K miles. Fuel Pump was weak. Be careful putting fuel or starting fluid in throttlebody, it can flame back out at you and may damage the honeycomb MAF and it's expensive.

In order to get the backseat to fold down in a 2004 Chevy Cavalier, you need to go through the trunk. There should be two straps, one on either side of the seats. Sometimes, these straps get pushed into the cracks, so be sure to look thoroughly. Pull either one of the straps to fold down the seat. The seats will fold down as one section. Some 2004 Chevy Cavaliers were shipped without the option to fold down the backseat, though the number is very few.
