The thin structure that surrounds a cell is known as a cell membrane. However plant cells have a cell membrane and a cell wall.
For plant cells, they have a cell membrane and covering the cell membrane is a cell wall. The cell wall is for the structure of the plant. For animal cells, they just have a cell membrane.

The structure that controls traffic to and from the cell is the plasma membrane. It is not to be confused with the cell wall, which serves more to give structure to the cell.

For plant cells, there is a cell wall outside of the cell's membrane. Animal cells do not have walls, so there is no structure outside of the cell membrane.
The structure in a plant cell that may force the cell membrane into contact with the cell wall is the plasma membrane. This will also come into contact with the vesicle membrane.
