Actually, since the dog is not spayed at this time, they would simply abort/remove the puppies at the same time the dog is being spayed. It typically does not cost any more $$ than the cost of the surgery alone.

At home, no - this would be illegal and you would risk killing your dog. If your female dog has recently come out of heat and was bred by a male dog, your veterinarian can administer a "mis-mating" shot (basically high-dose progesterone, or birth control) that should keep her from carrying any puppies. However, if your female is already confirmed pregnant, the most a veterinarian can do is spay your female, during which the fetal puppies are terminated. If you absolutely need a single litter aborted, but the female left intact, you will need to contact a veterinary theriogenologist for assistance - this is going to be an expensive and risky surgery.
Neutering your pet male dog will prevent him from siring many litters of mixed-breed puppies, most of which will probably end up in a shelter to be euthanized. An intact male dog left to breed at will with any intact female can easily father 200+ unwanted puppies a year. The same general idea is true for an intact female dog, which could, depending on her breed, theoretically produce 30 or more unwanted puppies a year. Spaying your intact female pet dog will prevent her from contributing to the thousands of puppies that are euthanized in shelters every year, or even worse, are abused by uncaring people or killed by cars. By all means spay or neuter your pet dogs to prevent the needless suffering of their unwanted offspring.
