yes it can although it is not reccomended, if this is your only option preheat the cast iron to almost cherry red and weld with a low hydrogen rod such as 7018

No, It can be brazed but not welded as "welding" is the use of similar metals

Yes using Union Carbide 25 M brazing rods BUT the tensile strenght will not be the same
