Either that or they just don't bite as hard, as they must be able to control when they turn someone into a vampire.

The thing is, only if a human dies while in the active stage of the infection do they become a vampire, and even then there is much that can go wrong. If a human victim is 'lightly used' then there is little risk of death resulting and they become immune to the vampire contagion. Such is the condition of many thralls. After they become immune to the contagion there is no chance of them becoming a vampire even when they die. It is only in the initial 'window of opportunity' that creating a vampire is possible.
