We can't possibly know, but prior to the fall of the Berlin Wall, only the five permanent members of the UN Security Council (US, USSR, Great Britain, France, China) and three smaller countries (Israel, India, Pakistan) had nuclear power, and there was a balance. The fall of the USSR changed all that, and nuclear power may someday find it way into the hands of less-responsible countries and factions.
