To change your preferences in Photoshop you click on Photoshop on the top left of your screen, select Preferences and then select whatever it is you want to change.
Right click on the picture and select Open With.... and pick what you want to use.If you want to make a permanent change then right clickon the picture and select Get Info, then near the middle will be an option to Use this application to open ALL documents like this one.In the preference's in Photoshop should be an option to turn the Open with Photoshop on or off I would think?
You can not change language to Punjabi because Photoshop currently do not support that language.

in control panel, click on add/remove programs and find Adobe Photoshop. Click on Photoshop and click change remove. This should help! :D
There is no way how to change it when installed. You have to rainstall it and change language in the start of installation. There are so many different versions with diiferent languages, so you must have one with language you want. p.s. Sorry for my bad English.

Portable version is not supported by Adobe, there isn't portable version available, you should think about using portable Photoshop.
