Its really easy. the event has passed for oak's letter. im guessing you want it for shaymen? well you can go on YouTube to find the cheat for it. but if you want to get to the area where you get shaymen, you have to have the cheat for walking/running through anything except people and rocks. once you have both, go to the Pokemon league and go off the cliff to your right (your right not your charichter's right). then go to the smooth rock and walk through it. then you should see a long path with shaymen on the front. keep going along the path until you reach some flower area. then shaymen should be waiting on a platform.
