DVD video usually contains DRM (Digital Right Management) protection that does not allow you to use the content in any manner other than personal viewing. If you are able to decode/decrypt the DVD (remove the DRM), as long as it is in a format compatible with Windows Movie Maker, you should be able to import it into the program.

You have to make sure you have first Published or Finished the Movie (project) in Windows Movie Maker before you can burn it to DVD. Once you have published/finished it, the file is converted to a standard viewing format that you can burn to disk, send via email, watch on a media player or portable device, etc.
