That is impossible with the current software.
You can only add photos on your user profile. You cannot add a photo in a question; in an answer; or on the message boards.(See the Related question below.)
If you mean an animated .gif, you add it exactly as you would add a photo or picture to your profile.(See the Related question.)

The only way I can think of is to attach the picture through its URL link under "Add related Links," and to point out that there is a link. For example, for the Question "What geographical feature is this?" - you would attach its photo as a related link via the photo's URL, and you would submit the Question as "What geographical feature is this - see photo in attached link?"
