In the drop down menu click on 'Add a Friend...' where you'll be presented with a window where you can enter an email address or Steam account name of your friend and click next, where you'll be presented with the search results to add/request friendship.

I presume you mean on the PC as the X-BOX and PS3 versions are lacking, but you require a "premium" Steam account. Steam is the program you launch Team Fortress 2 inside, If you have bought 0 games on Steam then you can only add a certain amount of people as friends, to do this you would click ALT+TAB (default) and then click "View Players" then click "Profile" next to someones name and click "Add Friend" on their profile page. If you haven't bought anything on Steam then your account will remain as a free account and can only add so many people, this cannot be changed. Reason behind this: Steam is a gaming platform client where you buy games, not a chatting service.
